My sister and I are going to Seoul from 2 - 9 Jan 2018. My sister had her knee operation in Sep 2017 and we are considering to bring a wheelchair for her use during our visit. May I know if wheelchair usage in Seoul is okay during the winter time in Seoul? i look forward to your reply.

Thank you for your message. Wheelchair usage in Seoul is fine throughout the year. During the winter, it may be a bit snowy or icy and you should take care when maneuvering the wheelchair. Additionally, though many of Seoul's major tourist attractions like Gyeongbokgung Palace, Dongdaemun Design Plaza, major museums, etc. are wheelchair accessible, there are many tourist attractions that are not 100% accessible.
